This tutorial explains how to patch IPS-files to ROM-files and vice versa. It's pretty important since you're not allowed to link to ROM files because it is illegal.

Firstly, an IPS is a patch use to distribute ROM Hacks across the internet. It only contains the modified data and therefore is a smaller size than the full ROM file. This is useful to minimize download times and to avoid lawsuites (although PHO takes no responsibility for those who wish to do so.)
The following video explains how to apply an IPS patch using Lunar .IPS. You can get that in the EliteMap pack (available from the downloads section).
